Supplier Quality Requirements

Level 1

  1. Definitions: Terms used throughout the purchase order shall have the meanings below:
    1. “Buyer” means Jewell Instruments LLC
    2. “Seller” means person, Corporation, or firm contracting to furnish the articles described in the purchase order.
    3. “Purchase Order” name or title of the goods or services contracted including all documents, exhibits, and attachments referenced thereon. Once accepted by the “Seller” shall constitute the entire agreement between “Buyer” and “Seller” for the sale and purchase of those goods and services described.
  2. Seller shall mark the purchase order number, Buyer’s part number or drawing number on all packages, bills of lading, invoices, and other such appropriate documents and packages.
  3. Seller shall include with all shipments a Certificate of Conformance with the following:
    1. Company name
    2. Date
    3. Jewell Instruments Purchase Order Number
    4. Jewell Instruments Part No.
    5. Part Nomenclature
    6. Mfg. Production Lot No., serial number, Mil-Std, ASTM, or other if req’d
    7. Quantity
    8. Include any certificates of conformance from plating, metal or other services accomplished on the product
    9. Supplier name and address
    10. Approval signature
  4. Changes: All goods and services shall be manufactured/supplied in accordance with the assigned purchase order unless a change is authorized in writing by the Buyer. The Buyer, with respect to drawings, designs, specifications, packaging, time, and place of delivery, the quantity of items may at any time issue a written change order.
  5. Any goods and services purchased shall be subjected to inspection and testing by the Buyer to the extent practicable at all times and places. The Buyer may inspect the plant or plants of the Seller or any of its subcontractors engaged in the performance of any purchase order. No inspection or test made prior to the final inspection and acceptance shall relieve the Seller from responsibility for defects or other failure to meet the requirements of the Purchase Order.
  6. Responsibility for Supplier Property: Unless otherwise provided in the purchase order, any materials, parts, tooling, or other property the title of which belongs to the Buyer, the Seller assumes the risk of and shall be responsible for any loss or damage thereto. Buyer shall retain the right to remove, without charge to the Buyer any and all tooling, material, parts, or other equipment which should be maintained in good condition with acceptance of ordinary wear and tear.
  7. Quality: Seller will flow down all applicable requirements of the purchase order to their sub tiers to insure conformance with all specifications, drawings, or other quality systems. Regulations, public laws, and other requirements including key characteristics where required, as may be specified in the purchase order. Seller MUST notify Buyer of changes in product, process, sub-tier suppliers, location of manufacturing to acquire Buyer’s approval.
  8. Seller warrants only new and authentic components and materials will be delivered. No “Counterfeit Goods” or suspected goods as detailed in SAE AS5553 will be delivered. Seller shall be liable for the cost of counterfeit parts and suspect counterfeit parts and the cost of rework or corrective action that may be required to remedy the use or inclusion of such parts.
  9. Seller shall maintain a FOD (Foreign Object Damage/Foreign Object Debris) program within their facility.
  10. It is recommended Seller belong to GIDEP (Government Industry Data Exchange Program). www.gidep.org
  11. Seller shall maintain records necessary to verify conformance of supplied goods and services identified by the purchase order for 6 years from the date of final payment.
  12. Compliance with laws: Seller guarantees that all goods and services delivered or performed by Seller or sub-tiers to Seller comply with all applicable federal, state, and local laws, ordinances, and regulations such as, EOC Clauses, Combating Trafficking in Persons, Veterans, Affirmative Action Compliance, and all laws associated with Environmental Protection.
  13. REACH Compliance, Conflict Minerals Compliance, Ozone Depleting Chemicals Compliance will be requested with expectations of data within 30 days of Buyer’s request.
  14. Delivery: Seller shall strictly adhere to the delivery schedule specified in the purchase order. If at any time, Seller believes it may be unable to comply with the delivery schedule, Seller shall immediately notify Buyer with reason and duration of delay with anticipated correction. Buyer may, in addition to all other remedies require Seller at Seller’s expense to ship good via air freight or expedited routing to avoid or minimize delay. In the event of early delivery, Buyer may store goods at Seller’s expense.
  15. Right of Entry: Seller grants to Jewell Instruments, its customers, and any applicable regulatory agencies the right to enter its premises as well as other necessary places during normal business hours for the purpose of inspection of the Seller’s facilities, systems, and compliance to ensure the Seller is within the terms and requirements of the purchase order including quality of the contracted work, records, and materials.

Additional Requirements For Level 2

  1. Government Contracts: in the event that the purchase order is issued due to a government contract the terms and conditions, FAR and DFAR (Federal Acquisition Regulations and Department of Defense FAR Supplement) clauses will be applied via the purchase order and are the responsibility of the Seller to incorporate in full understanding.
  2. Supplier Process Change Control (Fit, Form, Function): Work shall not be moved from the original location of manufacture to another location of manufacture within a production facility or to any other production facility without notification of intent to Jewell Instruments.
  3. Where a first article (AS9102 FAIR) is required, work shall not be moved from the original location where the work was produced at the time of the first article inspection acceptances without notification of intent to Jewell Instruments.
  4. No changes shall be made to the design, manufacturing processes, materials or activities that affect Fit, Form or Function. A fit, form or function analysis shall be performed, documented, and included with any request for change.
